Are there mobile emulators in nature?

Do emulators of mobile hardware exist in nature. Not android, ios, firefoxos, but hardware. I would like to play around with porting linux environments.

Iron emulators? What is it like?
The iron emulator is iron.
Here the software can be run on another hardware, emulating its work.
But I don't understand how to emulate hardware.

For this, the "Hardware Development Kit" developer kits are released, they include the "Source Development Kit" with examples for the HDK. Most Chinese phones are based on the same HDK and SDK - the changes are sometimes so minimal that the firmware fits different models without any changes.
The main problems, of course, are the licensing of the SDK and the compiler - this makes them difficult to get. And the purchase of HDK is generally possible only after the purchase of the SDK.
While the end devices and components themselves are like dirt, only without the utilities for compiling and assembling the firmware - nothing can be changed in them. Emulators are very rare in the SDK, as an added bonus, and their functionality leaves much to be desired.
