Which mobile development tool to choose?

Good afternoon!
There is a task to develop a simple mobile application for Android and iOS.
The application should simply display the content (tables and graphs) generated by the cloud services in HTML5 format.
What mobile application development tool is better to use in this case, in order to make an application for two platforms at once with minimal effort?
Maybe someone will advise a ready-made solution or templates.

Adobe phonegap or apache cordova, which are basically the same thing.
