At what resolution is it best to make a mobile application for Android?

If all the elements in the psd file are in a vector, do you think it is better to develop a mobile application for mdpi , and then export resources ( @2x, @3x ) for higher resolutions, or vice versa, it is better to save from xxdpi (@0.5x, etc. )?

If you have everything in vector, why bother with resizing? Use Android Vector Drawable. There's even a handy program to change from illustrator to drawable.
