It would be better to check less fantastic versions: what's with the video driver and whether the percentage is throttling from overheating.
Disk problems, for example, can cause not only brakes, but also friezes.
But, of course, nothing prevents you from looking at top and logs.

Everything starts to shamelessly lag when you get into swap. This happens when the free RAM is about to run out, or has already ended. In fact, instead of the RAM, the hard drive starts to be used.
You can view it in the terminal using htop.
You can clear swap like this:
1. Close RAM-intensive processes
2. Disable and enable swap:
sudo swapoff -a && sudo swapon -a
Option 2.
Something ate the CPU, maybe Ubuntu telemetry (whoopsie process), maybe something else.
