Are there ip cameras capable of connecting to the server themselves at a predetermined ip address?

Hello.
There is a remote object where we want to put one video camera. The facility has internet without white ip and vpn. In the office where we are going to look from, there is a white ip.
Are there cameras capable of connecting to a video surveillance server using a given ip? Something like ivideon only with a regular server and not a cloud one. Permanent video recording is not required, just watch from time to time. I don't want to mess around with VPN or static on objects.

So far I've settled on ivideon with a free home tariff "Online" and a Nobelic NBQ-1110F camera (1.3MP) with Wi-Fi for 6700 rubles.

I haven't seen such functionality. But, for example, the same Hikvision can write to NAS.
Analogues of your solution:
ActiveCam AC-D7101IR1 with Wi-Fi and Trassir Cloud cloud service (there is a free plan) = 2990 rubles. (more cameras here )
HiWatch DS-I114W, recording on microSD, viewing via Ezviz cloud = 6590 rubles.
RVI-IPC31VB = 4840 rubles, built-in SpaceCam cloud service, there is no archive in the free plan.
RVi-IPC11SW = 6600 rubles, built-in SpaceCam cloud service, there is no archive in the free plan, but there is a microSD in the camera.
