Are there free firewalls besides Comodo and the built-in one?

Tell me, if there is one, a free firewall for windows with which it would be possible to work according to the following scheme:
- completely banned all incoming / outgoing traffic;
- if something wants to the network - we receive a notification and allow or reject;
- Based on these notifications, we create rules.
Comodo and standard do not offer.
It is desirable that there be a minimum of additional functions.
