Are there free APIs for translating text to voice track?

Actually, there is a bot in English, I want to turn on the ability to translate the text so that the user can receive the track and listen to it.
Yandex gives for a month and then for a fee, not an option, as it were. The project is nifiga non-commercial and users are already over 1k in the bot.
Has anyone implemented it?
