Are there client-server solutions for viewing images without the ability to save them on client machines?

The task is to ensure the storage of thousands of scanned documents with the ability to view on the local network, while without the possibility of copying.
The simplest solutions like ftp or http are not an option in this case. This suggests a specialized client that communicates with the server via a closed protocol, and provides only a minimum of functions, in particular directory browsing, file selection (this can also be implemented in a browser), and image viewing (permissible as a browser plugin).

What does "not copyable" mean? If I can display the file on the screen, then I can press PrintScreen and then paste the copied piece where I want. And if I can do it manually, then I can automate the whole process, up to the OCR call.
