Are there better website design tools than Photoshop?

Hello toasters)
In general, the problem is this: I have accumulated about 50 layouts of the current project, and as soon as there is some kind of innovation in the design, then all 50 layouts become irrelevant, they need to be manually redone or stored in a mess from different designs. How to deal with this problem?
Tell me, maybe someone knows some kind of image editor like Photoshop, but which can maintain the integrity of the style of a large number of layouts? I would like to be able to perform mass operations on layers:
- Take and change the font on all (yes, at least on one) layouts on all layers to another
- Change the style (font, color, size, etc.) of all headings
- Change icons in header for all layers
I would like to have CSS functionality in Photoshop, but I can’t find it (can I draw sites in Axure, there is a similar functionality, though there is not enough other one)?

Sketch App - more friendly for interfaces. Here you can store CSS attributes
. It has a Zeplin add-on that automates the specification and transfer of color and font styles. Soon they promise to add auto-slicing of graphics

There is no better Photoshop.
The only worthy option yet is Sketch App . But you will need:

I can add to this that in Photoshop there are quite a few tools that optimize the task of reducing the style to a common denominator ... For example, you can transfer entire blocks from layout to layout through a duplicate layer with a choice of open psd where you want to send, layer styles can also be copied, By applying filters to smart objects, you save their settings and can be transferred between layers (and, accordingly, between layouts). The only thing missing is copying text styles... But competent work with hot keys and selection through the control helps.

I think that for interfaces there is nothing better than Adobe Fireworks on Windows (there is Sketch on the Mac).
It is a pity that Adobe abandoned this product and did not offer anything in return. Fireworks lacks a couple of Photoshop's tools/features, and Photoshop lacks half of Fireworks's capabilities. Compared to Illustrator, Fireworks will be simpler and friendlier, although I haven’t worked with Illustrator much, I may be wrong.

PS "Every sandpiper praises his swamp." A dribbble designer won't like Fireworks, but for a UI designer it's almost the perfect tool.
