Choosing a tool for designing the site interface

Good time of the day!

Task: Designing interfaces for Internet sites.
What I'm looking for: Program or service for design.

From what I know:

1) services:

  • gotiggr.com (freeware)
  • www.gliffy.com/online.shtml (freeware)

2) Applications:
  • Pencil (freeware) (http://pencil.evolus.vn/en-US/Home.aspx)
  • Axure (commercial) (http://www.axure.com/)
  • MS Visio (commercial)
  • InDesign (commercial)

I prefer non-commercial solutions.
I would be very grateful for the recommendations!

When there was a need, I worked with this online tool.
On a free account, however, there is no way to save the project, but there is an upload to pdf.
For $9 per month: 2 active projects, as many archived projects as you like, any number of users.

I've been working with hotgloo.com for a couple of months now
. Online tool.
In the free version, you can keep 1 project of 5 pages.
Made in flash.
Very cool action building features. You can share visibility between different groups of users (you can assign groups yourself).
I'm on the Single plan (7 bucks a month, 1 project, 5 users per team, 1 GB of space to upload pictures.

mindmeister.com is not exactly for interface design, but for designing site structure and mindmaps, this is the perfect solution! There is a free version which is enough.
