I liked Fluid UI . Free allows you to create one project with 10 screens. Many ready-made elements for various platforms allow you to immediately see how the final application will look.
There are a lot of programs, I can’t recommend any specific one, not knowing the purpose.

In 90% of cases, a web designer without knowledge of the specifics and design patterns gets a small website. In particular, this applies to Android.
Well, it’s like with us, designers for WEB and for iOS / Android are the same people. Moreover, they draw both in approximately the same proportion. No problems were observed. Unless, it would be nice if the layouts were drawn not in Photoshop, but in Fireworks. Then these layouts could also serve as a prototype.
There are thousands of them. Probably the most popular is Axure, there are features tailored for mobile phones. There are also online services for this, for example, mockup.io and others (google ios/android mockup tool), there are psd files with ios/android gui elements, you can do everything in a shop (google ios mockup psd).
In general, the design of the interface (where what to poke, what will be) is done by the usability specialist, and the designer draws its elements. But if the application is small and the interface is not very polished, the designer can handle it (depending on his skills, of course, how usable it will be).
