Are there any regulations/requirements/etc in Europe/US about who should be in pictures of people?

Greetings! In general, the subject was interested.
It is clear that there must be consent of these people to shoot, but I'm talking about something else, namely:
I often stumble upon foreign sites (movies, TV shows, etc.) where there is a "happy family" of at least one black / LGBT activist in the cap . etc.
These are some kind of "legislative norms (for example, there must be at least one Afro-New Zealander in the film)" or purely marketing to attract attention, and no rules / laws, etc. on this account no?
If not, then why are they often thrust into places where they seemingly could not be (for example, historically)?
