Are there any documentation for OC Widnws and various technical devices (CPU, video card)?
It has always been interesting how people find out where and how to change, what to enable in the settings, how to switch to a certain mode. Do they find out by typing or is there at least some kind of documentation?

There is an MSDN developer resource . For big questions, like driver development, there are separate libraries, like the driver development library . Most of the functionality of Windows is documented, but a fairly significant part of the official documentation does not, these are internal systems. Information on them is obtained by reverse engineering. As soon as you have a specific question in front of you, I am sure that there will be answers on the Web.
On Windows, documentation and a user's tutorial are built into the system.
Documentation comes with almost all devices, just in a different form - in some cases it's a heavy paper manual, sometimes it's a CD, sometimes it's a link to the site.
