What does a "properly certified copy" mean?
Good day! We participate in the request for proposals in electronic form under 223-FZ. The documentation says to attach "a duly certified copy of the value added tax return." The chief accountant provided me with a scan of the notice of entering the information specified in the tax return, which says that such and such a document does not contain errors and that this document is certified by the IFTS EDS (just a scan, not the document itself with an EDS!). At the bottom of the scan there is a line in which you can see that the document was printed from the Kontur-Extern system. Well, the declaration itself with the seal of the organization and the signature. There are no tax stamps.
So - is such a scan a "properly certified copy" or do you need a tax mark? Something I doubt.
