No, for that you can do the opposite - write for Android in C #.
Applications on Windows Phone are developed in C# and xaml, or javaScript + Html,
for android-Java or C.
And their capabilities (API) are implemented so differently that a dedicated developer is needed for each platform. Apart from the fact that there is also an interface designer who can write an interface for an application according to a guide from Microsoft, otherwise the application simply will not pass the certification.
So there are no such converters.
