Are there active noise canceling systems for indoors?

Not headphones, but some kind of system, most likely from microphones and speakers located in the room, and probably creating oscillations in antiphase to external noise.

It's impossible. The wavelength of the sound is too short - any movement in the room will break the entire system.
Headphones work, but actively only at low and mid-low frequencies + sound isolation at high frequencies due to the physical isolation of the ears by the headphones, and because the distance between the speaker and the ear membrane is known in advance.
For premises, it is more efficient to order double-glazed windows with different sizes of chambers, many of them are now doing such, due to the difference in the pitch of the chambers and, accordingly, the lack of resonance, they effectively dampen noise from the street.
If you really bother, you can make wall pasting from thin cork material, this is even in the form of wallpaper rolls.

I have repeatedly seen articles, topics and questions on this and similar topics on the Internet. But nowhere was a normal solution proposed. Although, there were some attempts - windows with the ACP system, special wallpaper and, excuse me, "acoustic arrays".
That is, the creation of such a system, but of limited action, is theoretically possible, but practically impractical, in view of its complexity and high cost.
It is easier and cheaper to make PSSHP.

Essentially, no, it can't be. On the contrary, yes. It's called a room of silence. You can isolate only by reducing the room by 10 cm on each side: dampers, glass wool (or equivalent), sound-absorbing paint. Then you will be like in a capsule. But the volume of the room will suffer.
In your case, it seems to me that it is easier to detonate an "electronic bomb". Take more relays, more powerful food, and fuck on the street next to the restik (or better inside). The main thing with you is not to have anything electronic at all. =)
