Are ready-made engines and applications like avito for sale?

It is planned to launch a website + application for placing an ad on the implementation of narrow-profile work for a small republic.
What is better - to order a turnkey office, or maybe there is already something ready-made, with which you can figure it out and finish it yourself. Maybe there are already sold ready-made mobile applications of this kind? It’s just that anyone who doesn’t want to order, it’s not known how long it will take. And if there are already debugged and tested engines for sites of this orientation and applications for ios / android, I think it’s better to buy them out and order your own design for them separately.

Ready-made bulletin boards - a million. The question is quality. There are no such as avito. And here the question is not only in functions, the main question is in the load. The system must handle a large influx of visitors, perform resource-intensive requests (filters, upload and resize photos, etc.). If mobile applications are planned, then the system must have an API for this.
Therefore, with a serious project - only writing to order without using ready-made cms. Fortunately, there are a lot of solutions that will simplify the task (yii2, laravel, AngularJS and another cart

Avito is too fancy a system.
You can buy a poor craft.
Perhaps even there it will be almost the same view. But it will work very slowly.
But you don't need Avito itself, I assure you.
Even on a small amount of data, it will be too expensive to operate.
