Which cms (or framework) to choose for your own social network?

There are thoughts for a specialized social network. I'm not going to compete with the giants, but I plan to gain my small audience (for a start, our campus), so please do not dissuade, but advise.
Mathematical education, I work with 1C (please do not offer Bitrix). There are programming skills, knowledge of languages ​​​​at the initial level, there is no experience other than 1C.
Users should be able to log in and add videos (not only from YouTube, but also directly to the site). 1) How is data storage organized in this case, do you need your own server or buy hosting?

You won’t have any difficult tasks, but it’s better to deal with typical ones on your own, so choose a framework. When it comes to data, web applications are built on top of a database and are essentially operations on a database. This is a separate large section in web development on how to properly design a database. In any case, in the future you will be able to write another application using a different layout or any client-side frameworks, such as angular or react, without making any changes to the existing database and without touching the existing data.
