In my opinion, everything here depends on the wording of the message that the plugin will issue.
If it's like "Turn off AdBlock and click on the ad", then, of course, it's a violation. And if something more neutral, for example, "Due to your browser settings, you run the risk of missing very important and interesting information. We recommend disabling AdBlock.", then, probably, everything is within the bounds of decency.
