How to unblock an app on Google Play?
Situation: we developed an application with a person - now there are more than a million downloads. He kept the account. The application has been published.
Posted the completed application (in fact the second version) to a new account. The icon is a bit redone, the screenshots are half different, the description is a bit similar. When the application got enough downloads, the publication of the application was suspended and a message was received.

Banned for exactly the same reason, but my situation is slightly different. Google first banned a version of my app that it believed violated Youtube's terms of service. Removed youtube support from the application, re-uploaded it to the market with the same description, but with a changed package name (under the same developer account) - received the indicated warning literally an hour after publication.
The past experience of writing "you're wrong" letters of support was not very good. everything ended with standard phrases - "fix the violations and re-upload the application if you can", without explaining the reasons for what exactly was violated and what to fix.
2TS: you can try to change the application "to a certain unrecognizability" and try to re-upload it again. But there will be no guarantees here that they will not be banned again.
UPD: I wrote a question in support - "but wasn't I banned by accident, maybe the bot made a mistake?" As a result, now my developer account has also been banned. In general, it is fraught with correspondence with them.
Formally, there are all signs of a violation of intellectual property and Google rights. Because it is difficult to take into account such nuances as whether the first person agrees to make different, new versions of his applications or not. For me, there are two ways out:
1. make your version as different as possible so that it is not detected by Google
2. still get the rights to the application (the first version) from the first person, transfer this application to your account and then post what whatever version
