Is it possible to directly transfer everything from Google.Disk to Yandex.Disk?
For obvious reasons, the authorities decided to completely move from Google Drive to Yandex.Disk

Rclone can do it.
Here is an article on synchronizing Google drive with Dropbox
https://ostechnix.com/transfer-files-between-dropb...
Everything is the same with Yandex
The most convenient variant is https://takeout.google.com . Install the local version of Ya.Disk on the computer, and when the download link arrives, download it to the folder on the computer related to Ya.Disk.
There is another way: https://www.airexplorer.net/ru/ allows you to move documents from almost any cloud drive to another cloud drive. But there is a caveat: tables created in Google with this transfer method will NOT open on Yandex. THEM need to be downloaded separately by handles in xls format on a computer, and downloaded separately. But all other files are perfectly transferred.
You can mount a network drive as webdav (if some of the services can do this)
then transfer rclone for example.
But in any case, some kind of your PC will be used .... directly in no way
