Are modifiers needed here?

I have such a section with buttons in my design:



Buttons are named like this: Button / [some feature]
I have 2 questions:
1. Everything that is signed as a button should be one block, but with different modifiers depending on the feature ? Or should I not give a damn what is written in the design, and I can do as I want?
2. The button in the lower left corner confuses me. As you can see, when you hover over it, a drop-down part appears. At first I thought it was select, but then in the left panel of the figure I looked that the name of the Button/Language element. Should I remake my select as a button with a language modifier?

PS There is a section with selects in the design and they are quite a bit different from this language select.
I thought about it and it seems to me that this should be done with a button, because when choosing a language, the page should reload, but then another problem arises - the internal structure of the button becomes more complicated and then how can I change the “innards” of the button through one block modifier?


In general, what would you do in this situation?
