Are lidar lasers on robotic vehicles dangerous to the eye?

Actually, when the robotic car is looking for a way, it scans space with lasers. And if the laser gets into the eye of a pedestrian, can it burn the retina?

These retinas will most likely not burn through, but they can irritate and cause glare, as when looking at welding or the sun. Not an option for an industrial solution
