Are layout designers often asked to audit the layout through Lighthouse or some other tools?

And why don't layout designers themselves validate themselves with this tool? And is it a layout designer at all ...

It depends on whom you are making an order for layout. If initially everything is “clean” for you, then they won’t find fault, just as if it’s not a studio but a client in 95%, I don’t know anything about services.
