Are clickbots still relevant?

Today I received a "cold call" from a company offering a "click" service for competitors' ads. They called themselves "Clickbot. Famous all over the world. 7 years on the market."
That's not the point. The bottom line is that don't Yandex's mechanisms still catch clickbots and stop clicks?
Or are these "clickbots" stupidly looking for a "loha" and pushing inefficient methods?
