Are AMD APUs suitable for building a cheap Debian server with MySQL and KVM?

The task is to assemble a server for a large database (MySQL) up to a terabyte in size. Funds are limited, there is no money for a new correct server, I am suspicious of used servers (but this is also an option), now I choose from:
1. Core i3-8100 (14,000 rubles)
2. AMD A8-9600 or A10-9700 ( 4500-5500 rubles)
+ regular home motherboard and DDR4 without ECC.
Perhaps there will be KVM and a couple of virtual machines, and here my question is - do AMD APUs know how to virtualize?
UPD. Thank you very much for your advice and for setting me on the right path, otherwise I was somewhat confused by such an application. Unfortunately, nothing will work here for one reason, which I learned about only two days ago. In the village near Moscow where we are located, all production facilities are on a separate branch, power engineers de-energize our branch on weekend evenings in favor of residential buildings, and we can sit without electricity for 2-3 hours. So the camp goes into the clouds :(

If there is an option to take a used one, it’s better to take a used one with a guarantee, I looked closely at the desks that sell such hardware, everywhere they declare that there is some guarantee, I myself have never used the services, because they mainly sell rack-mount solutions, but I was looking for a simple tower case.
At the same time, you have a base of non-acidic such sizes, it’s banal how much will the select on the plate run? Those. you need to come up with something else with the disk system, with mechanical hard, without a raid it will be very slow. Those. for any base you will have to keep it on an SSD, I think you know the price tags for an SSD of this size, or a raid 10 with an adult controller, cache, battery and a large number of spindles.
If I were you, I would look in the direction of a used piece of iron, with a normal adult xeon, albeit with ddr3 memory, but always with ECC, buy 2 SSDs (the disks are more expensive than the server will come out%)) and go ahead.

If this is for production, then nothing is suitable. For a 1TB database, you will need more than 200GB of RAM. And there is nothing wrong with buying a used server, the main thing is to approach this purchase wisely.
