Archive of design documentation

Good afternoon, dear habra community. I want to ask for help from the collective mind.

There was an urgent need to reorganize the archive at the enterprise producing electronics.

What is now:
1. A folder containing 100500 files with names like 425212001-05K(03)(3101)_RE(RS)IN3417.pdf, they are in the same folder to avoid duplicates, the name is unique.
2. Excel file, with several sheets, specifying the correspondence Device name - code, Device name - designation according to GOST, Device name + file type - inventory number.

The main problem: in this garbage, no one except the one who created it can find the necessary document.

What I would like:
1. Maintaining an archive through the program, network access to documents.
2. Ability to search for document(s) by any attribute (name, internal code, inventory number, etc.)
3. Ability to divide documentation into production and operational, and the ability to configure to display only operational for some users.
4. Ability to upload documentation to the selected folder (both for 1 document and all selected by the filter), with the ability to specify the name of the documents according to the template (for example, Device name_document type_inventory number, or another combination of available fields)

Now the question. Prompt the program which it will be possible to arrange the archive in such a way. Google leads to sites with programs from the 90s and offering to buy first, and then think whether it suits the task or not.
Preferably those with whom you really worked, with a description of their pros and cons. I would be very grateful.

PDM or PLM system is needed here. They require money. But before its implementation, it is necessary to think over the structure of the future storage (for example, the ESKD classifier or industry-specific ones).
