APX mode in Nexus 7?

Is it possible with the help of some tools like nvflash to sew another bootloader into the device on tegra3 or wipe data if there is no access to bootloader\fastboot\recovery and the device is in bootloop-e?

Well, how did you manage to lose access to fastboot?
As far as I remember, the tegra switches to APX mode after a long (very long, about a minute) holding Power while it is off.

I sewed a new bootloader 4.11 (instead of the old 3.14) and then the tablet, when turned on, shows the Google logo for 7-8 seconds, after which it goes to overload. At this time, “volume-” + “power” do not work, that is, I can’t enter the bootloader ... It also doesn’t show it in the list of devices ... It only shows the APX device if I turn on “volume +” + “power” when turned on.
