apt build-dep imagemagick error: the following packages have unmet dependencies. How to fix?

I'm trying to apt build-dep imagemagick.

The following packages have unmet dependencies:
     Depends: libpango1.0-dev but it is not going to be installed
     Depends: librsvg2-dev but it is not going to be installed

I'm trying to install this libpango1.0-dev manually - it has the following packages have unmet dependencies. Those have theirs. How to fix?
Tried c -f - does not help.

Try aptitude, it usually offers troubleshooting options.
