Application for visualization from 1C?

Greetings! The enterprise uses self-written software to work with the nomenclature from the 1C database (furniture fittings, etc.). The visual part (working with dimensions, texture of 2d graphics) is made in Flash. You need to rewrite the program from scratch.
Questions:
What technology is more appropriate to use? - think on WebGl.
Is it realistic to master and implement it in half a year or a year. Knowing basic JS, layout. (There is an opportunity to get a job and engage in this project, in addition to the staff there are 1C programmers). Thanks

Well, if you know html, css, then why not use svg? or do you need 3d? if you wish, you can always convert the base and use all sorts of cads, sketchups and rhino.
