Is there any way to find out how many times a particular app has been downloaded from the app store? Or just a subjective assessment by rating/number of reviews?

if you are the developer of this application, then you will have statistics, the rest of the details are not available, AFAIK.

Where is this statistic? Can't find it on iTunes. Or is it available later?

The item is called - "Customer Reviews" in the "Links" section (in which there are other items: View in App Store, Customer Reviews, Contact Us).
Reviews appear later. Most likely, someone from Apple checks them manually during the day according to American time (at night according to ours).
