Apple Mail. Quote change?

Please tell me how to change how to change the citation format in Apple Mail.
If I receive any letter and I click "reply", then the following text is added: "12/23/2010, at 17:15, Ivan Ivanov wrote:".
Where is this template edited? I want to change the Russian language to English, so that something like this happens: “12/23/2010, at 17:15, Ivan Ivanov wrote:”

Thanks for the minus in karma, I asked it myself and I answer it myself, maybe it will come in handy for someone.
Personally, editing resources is more suitable for me than changing the language of the entire system.
Edit this:
/System/Library/Frameworks/Message.framework/Versions/B/Resources/en.lproj/Delayed.strings
