Apple Developer Program in Crimea. How to join?

I am a developer from Crimea. I'm about to sign up for the Apple Developer Program.
In this regard, a few questions:
1. I read that Apple blocked developer accounts in the Crimea. A possible solution was to re-register with an address outside of Crimea, because Apple does not track the user's location, but rather based on the data provided. Is such an option possible?
2. Has Sberbank been banned by Apple? And what is the best wallet to use to pay for the annual subscription and withdraw funds?
3. The AVS (Address Verification System) system does not work in Russia, therefore, can I specify any address when filling in the debit card data (Billing Information)? What kind of information and in what cases does Apple request when confirming its data?
