Why can I select it in iTunes Connect when adding a bank account?
What bank do you use?
If I don't add a bank account, will iAd work in apps?

iAd will work. And you can even make money on it, but the money will not be returned to you until you change the bank.
Tim Cook is increasingly bending to his own government. It is not known what will happen in a year. From sin on, change the savings bank for something like Raiffeisen. Sanctions are unlikely to apply to it - this is a German bank, and we only have its representative office.
