API controlled payment systems?

Hello everyone, please advise a payment system in which there is an implementation of transferring funds to different systems via API.
I found only one PAYEER, but they require me to verify a document confirming the place of residence, which I cannot provide to them, I am not the owner and payments not to my full name do not suit them.
