I have a small dev server with a local i5 on board and 4 gigabytes of RAM. The server is brought out into the world, visible from the outside, located behind the router.

If annoit, then twist StartServers and MaxSpareServers. Well, or depending on the mode in which Apache works, find the appropriate section in the config (they are there 3 in a row, you can find them by MaxSpareServers)
