Apache2.4 + PHP 5.5 = error, why?

There is a server under win2k3 (unfortunately, we don't have to choose, we work with what we were given). Apache 2.4 and PHP 5.5.10
Apache as a service is installed, but does not start in conjunction with puff, writes that an error occurred when trying to load the php module.
LoadModule php5_module "c:/php/php5apache2_4.dll"
The Visual C++ Redistributable libraries are installed from version 2005 to 2013.
Exactly the same bundle is installed and works on Windows 7. The question is simple - what is the reason for not loading in tandem with PHP?

PHP since 5.5 requires at least seven or whist if I'm not mistaken. Windows XP and 2003 are no longer supported.
