Apache (xampp) does not see .htaccess how to fix?

Please tell me what changes need to be made to the Apache (xampp) settings in order for it to read .htaccess in the root of the site and in its folders , the experiments did not instill anything good = (

1. For the future, post it on pastebin.
2. Add AllowOverride All to your site description. If the root of the site is /_SERVER/apache, then just add it to the httpd.conf settings.
