Apache: how to "give" a file only to unique users?

There is not a big test project, but over time it didn’t grow much and there were a lot of requests for *.js files
, the load increased, I don’t want to transfer to a normal host.
Actually the question is how to make the server send the file to 1 ip - 1 time per day?, that is, only to unique users.
