Tell me how to allow writing to / in Centos in ubuntu apache2
, this is solved by disabling selinux or configuring it.

The equivalent of SeLinux in Ubuntu is apparmor. Maybe turning it off will help.
But I hope you understand that letting the web server write to the root is tantamount to being shot in the leg from a security point of view.
