Anti-downloading photos from the site, how can this be implemented?

I want to make a photo archive site, upload it all to the server, but I'm worried that people will be able to download photos from the site and publish a book about the city based on this data.

If you allow site users to view photos in high resolution, then they will be able to get them at least through PrintScreen. There are features in JavaScript that do not allow you to save an image when you right-click on it (as, for example, on visboo.com), but this is easily solved by disabling JS in the browser. But in general, it seems to me that the protection of your photos is more of a legal issue than a technical one, that is, if you have the source files, then you can go to court with them.
