Found interesting photos: photographer Jamie Beck, together with web designer Kevin Berg, developed a method for “revitalizing” photos.
By giving movement to one of the elements in the picture, they convey the extraordinary atmosphere of the frame.

I think they shot the Video on a SLR camera. Then a dozen frames were driven into Photoshop. We left one main picture and added layers of animation to it, in which only the necessary part was selected and the static part was discarded.
Everything is just that simple. It doesn't matter if it's a video or just a quick shot. With video, it will even be a little more difficult, because. frames will need to be cut. With photos - frame-by-frame animation is in Photoshop, it's even easier to use some free Gif Animator, which is full on the Internet.
