Animated footage movement in after effects?

I needed to insert fire into a mini cartoon, like a dragon flies and spews it. I figured out how to insert fire, but how to make it move and rotate with the dragon's head, no. Google gave a lot of information, but not everything. I do not need to specifically understand the program, help)
