Android emulator not working in Visual Studio (Xamarin), what's the problem?

Good afternoon! I installed xamarin in Visual Studio, everything is standard. I created a cross-platform project and tried to run it on Android oreo, I got the error " Build failed: Xamarin.Android does not support running a previous version. Before running or debugging a solution, check if it is being built. ", then I installed Sdk Android 4.4, but still the same error! Explain in more detail what the error is, if possible, I'm a beginner in this business and now I ran into the first problem. If anything, I can attach other screenshots that are required.

Maybe in the Android Manifest --> Minimum Android Version somehow not set correctly?
