Android call blocking app with voice message?

Most of the blockers found on the market simply turn off the sound when called, while the call list continues to be polluted. At best, the blocker can "hang up".
And I want the caller to say in a cute female voice for three free seconds, “The subscriber is unavailable. Call back later." or "Direction overloaded" and after that the call was cut off.
This is good because the caller has a real feeling that he was sent off not by the called subscriber, but by the telecom operator's machine. The fact that the call will not be charged will further strengthen this impression. Well, the unwanted call itself is dropped faster without blocking the phone with a call.
If I was inattentive and there is such an application, please indicate.
If this is not the case, I propose an idea for takeaway. IMHO, this will be the best blocker on the market.

This idea came to my mind myself. I'm just looking for such an offer for Maemo on board the N900.
