Android Application Development (Museum Guide) - Where to start?

Good afternoon dear community.
There was a task that needs to be done on our own:
We have a museum, which is also an exhibition hall of our products. Several hectares :)
We want to make an application for Android like a guide. Actually, I won’t deliver especially, I’ve probably seen guidebooks in museums. The real question is: what is the right way to approach this issue?
Maybe there are some ready-made programs on which you can apply your own notes, or write your own application completely? Maybe someone faced a similar problem and how to solve it. In general, some starting point is needed, thanks in advance. Sorry for the confusion.

WiFi coverage of the entire area (without Internet access), on the signs next to the exhibits there are QR codes with page addresses on the local server. Will work under Android, and under iOS and under WinPhone.
