Restriction on displaying ads in your AdMob account. What to do?

Yesterday, ads were restricted for the second time in 3 months. But the panel says that the display of ads is limited from
April 15th.

Information:
1) All devices through which I sit in the application are added to the "Test Devices".
2) I did not purchase advertising / installations.
3) I think that I was blocked because of the recently published application:
- Downloads: 1000
- Revenue: $10
- Impressions: 5300pcs
- Requests: 8300
- eCPM: $1.90
- Compliance rate: 90% (It was under a hundred, but due to blocking 14 days average percentage dropped.)

Banner performance:
- Small banner below - $7.5
- Full screen banner - $2.5

Small banner's excessive revenue guesses:
1) My application is a guide for another project that is actively advertised. Because of this, I concluded: when people download my applications, they see an advertisement for this very project, they click on the advertisement.
2) Cheat clicks from competitors (there are about 10 applications, the most popular has more than 5k downloads).

Questions:
1) Is it possible, if so, how to remove the blocking as soon as possible? (I would like to have time to finish the payment threshold before the first day, literally a little bit left ...)
2) Since this is not the first time (The first time was almost immediately after the publication of the first application), I would like to know how in the future not stumble upon a ban again?
