How to connect an Android smartphone to a PC (Windows) via Wi-Fi?

I am hatching the idea of an application for the implementation of which it is necessary that a smartphone or several can exchange data with a PC. Not via the Internet, but directly over the network (Wi-Fi) / The data that will be chasing between the smartphone and the PC are tables. So the main condition is that the PC does not have to install a large bunch of applications (all sorts of web servers and other things) for this connection to work.
Please tell me how to implement. If it is not difficult to explain the general scheme of operation of such a connection and what technologies should be used.
