If you flash the device, then all user data will be deleted.
You need to try the following options:
- With the charging connected, does the device turn off?
- Does the device turn off with another battery?
- Did the device turn off by itself or after falling or getting into water or something else?
If contacts are important, you can insert a SIM card into another device and see if there is something important or not.
