And where do people look for developers to create more or less large web services?

For example, some company of friends decided to close up a website or applications, they rely on a wide user experience (the service is intended for any users, and not just for a certain organization, for example, YouTube (but still a smaller audience), the company also has plan and money for all that. Where will they look for developers in this case? Contact a B2B company, that's what it's called? Or on freelance exchanges? That's also not an option. Where do they look for them then?

In all seriousness, they rent a large office and put smart people there for a pretty good salary. And it doesn’t matter whether these people are from this city or not, if necessary, they will bring them from where they need to.

If outsourcing, then in Google, most likely, they will stupidly look at the top 10 companies from the first page, they will take whoever they like from the negotiations, but usually they don’t look for outsourcing for such large projects, the project also needs to be supported, they immediately recruit an IT department. Again, it all depends...

I would advise you to start with TK, then with prototype development (MVP). For this, you can use both companies in the city and remote ones. Freelancers can also be considered, but with a lot of experience.
But after creating and running the prototype, you will already have a more detailed picture of understanding what and how you need, with where to get it all. As a result, save money and time.
